I was able to defeat the activation banner by copying the systemui from a Pendoo X6.

I have a Gocomma X99 mini with the same specs as the TX6. I had been using Pendoo X6 firmware. I tried the 07-22-2019 TX6 firmware and got that annoying activation banner. I copied the systemui.apk from a Pendoo X6 to the system/priv-app folder and the banner went away when I restarted it. I did this on the 07-22-2019 TX6 firmware so this should work on all Android 9 firmwares.
