We can think in many combinations (screen refresh <>60Hz, "sdcard" mount point in microSD, stable speed of CPU/GPU when overclocking, etc), but i think with this list you can figure there is no a perfect android gaming device (not yet).
And most important (and centering in your question). most of Android gaming devices can be used in both ways: Portable and desktop (Set Top Box) gaming devices.
