Yes, failure to recognize the exe file is why I asked. If you right-click on the file, what are your options for "Open with"?

When I right click there is no option like it doesn't exist. What burning tool should I download for that?

It was suggested to me that Windows 10 UAC may cause the file to be unavailable, as it is an exe file, an executable file.

Google the term windows 10 UAC for more info on that.

Thanks. I emailed the Company Easytone Company. I have been communicating with Lily. I told her that Windows 10 doesn't recognize the file also there is no .IMG file

IT WORKS. I made a mistake. I thought the image file was in the program. The program was complicated because was in Chinese not English. I downloaded file 1.4.6 Rockship app. But the link on the top of the page of instructions I could not click it to open the link to download file so I assume it was in the program. So I copied and paste the link in Google Chrome then I downloaded it.
