I start a new thread to collect video issue samples...
HowTo extract a part off a MKV
Download 'MKVToolNix'

I use the *.7z which means it's the portable version which I don't have to install...
We need the 'mkvmerge GUI'
=> mmg.exe
I attach a small HowTo as PDF (it's really quick and easy to extract at part off the original MKV)
Determine technical and tag data for video and audio at the original MKV
I prefer to use 'MediaInfo Lite' (Integrate with MS-Windows shell (drag 'n' drop, and Context menu))

Example
I know the scene which is stutters is from 00:01:30 to 00:01:33 but the problem is, that mkvmerge GUI seems to use another time-code than e.g. vlc so I add 5 sec in front of and after
=> 00:01:25-00:01:38
and the result is ~19 sec instead of 13 sec and the microstutter are at ~ sec 2-6...
