Because it's in RK3288 kernel source code like radxa on github or other sources.
You then have to build a new kernel from the source code with the changes and flash it to your device.
Since every device is different there is a 100% chance that things like wifi, bt, ethernet, power led etc. won't work on your device if compiled from another device's kernel source code.
It's not present in firmware as firmware is compiled source code.
