Which TV Box for generic Android experience?

I want to convert my TV into a touchscreen display. I am looking for a TV Box that has support for Bluetooth, comes with Play Store and can install app, will bring up on-screen Keyboard when a mouse (touch) click in text box. Has notification bar. etc. I'm looking into T9 so far but I heard some complaints about not able to reach notification bar. Can these TV Box's launcher be replaced with a generic launcher, like Nova Launcher?

I plan on using an USB IR Touch frame. I am pretty sure Windows has native support for the touch frame. I am hoping that Android 7 would have native support. If not, I will have to build my own kernel.

If I changed the launcher, will the interface look like a tablet / phone with pull down manual, short cut to Wi-Fi, etc?
