If I works at a S802 which uses the MALI 450 it should also works at the RK3288 which uses the MALI 764 which is much more powerful than the 450 (and also the CPU it self is much more powerful)...

To be honest if it's gaming you want, especially emulation. Get an RK3288 box... far better GPU.
Yes the mali 450 has 8 cores but it doesn't mean anything if the clock speed is slow. the Mali t-764 is night and day difference in terms of performace. I haven't tried a dreamcast emu...but most emulators with shaders enabled run at full speed.
The only one that stutters a bit is the PSP emulator, I'm sure it will be better once it's optimized. For example Some more intensive games on it run better than the less intensive games, that's an optimization issue.

To be precise at this time there is no known devices which use Mali-450 with 8 cores (MP8 variant). Amlogic S802 and S812 use 6 core version (Mali-450 MP6).
If you are think about emulators and best GPU performance then you should wait for Razer Forge TV with Qualcomm Snapdragon 805 (CPU [email protected] and Adreno 330).
