LibreELEC and Linux for RK3399

A new designation of the version number for Armbian.
The current version Legacy kernel 4.4 is 19.11.3 (20191126).
All previous images are moved to the OLD directory.
For the starter kit, I expanded the list of available images.

Only RK3328 & RK3399 devices support LibreELEC.

You can check WiFi in the latest version of Armbian. For LE there is no ready image with Wifi enabled yet

Khadas Edge-V(AP6398S) WiFi working on Armbian_19.11.3_Rk3399-tv_eoan_dev_5.5.0-rc1_desktop_20191217. Sound over HDMI works. SSD mounted to M2X ext board working. DTB used rk3399-khadas-edge-v.dtb.
Just starting to play with it, works good from what I have seen.
