LibreELEC and Linux for RK3399

    This LibreELEC is a big improvement.
    Finally 4K & fractional frame-rates are working.

    I just notice 4K@50/60hz is missing but it probably requires additional HDMI 2.0 kernel changes.
    At Setup it finds no wifi connection, but it was possible to turn on wireless connections afterwards in LE Settings and then it connected to the network
    In Kodi Appliance file, settings file, can also enable 'On Start/stop' for change frame-rate under Player settings so it's enabled by default.
    H265/VP9 hardware acceleration & 10-bit color for H264/H265, I hope Kwiboo or Collabora developers can finish it and submit to mainline kernel so it can also work then mainline LE will be perfect.
    For the last point, maybe there are commits for it here or it's still wip

            The new version of images 20200816 kernel 5.7.15.

            Please note that the algorithm for initial configuration of the system for startup has changed. Instead of a file "uEnv.txt", the file "/extlinux/extlinux.conf " is now used.

            All "boot.scr" scripts have been canceled and are not used.
