Run via adb.exe but won't see the device (Amlogic S912 CPU)

Hi. i am newbie. and weak english Language

My devices is q201 (*** Include with Internet Provider)
Android 7.1.2
Amlogic S912 CPU
GPU ARM Mali - T820MP3
2GB DDR3
HDMI out x 1
TF Card x 1
Ethernet 100M x 1, 1000M x 1
SDIO WiFi/BT (AP6255) x 1
SPDIF x 1
USB hub x 2
USB OTG x 1
EMMC x 1

I Tried to hook up via USB to my laptop and sideload/run via adb.exe but won't see the device (developer options and USB debugging were switched on)

- boot from recovey Factory reset ----done.

Anyone any idea? Pls.
