Read through my longer post above... the device may be in flash mode and if you don't have the drivers installed properly or are using a bad, defective or USB 3 port... that could explain it... but unless you look at the device manager ( as a starting point ) you may not know

The device manager doesn't show anything, i am sure i am using USB 2 ports on an older laptop with windows 7 installed , tried all the technics written above; just plugged the device, clicked the reset button and plugged the otg cable, no usb bong or anything detected at all. The thing that happens is this; By clicking the reset for several secs and inserting the otg cable, windows 7 doesn't detect anything and the blue led ligths after several secs (even if i still have the reset pressed down). Probably the MK808B gets in cwm recovery mode but not in flash mode. I am desperate. I suspect that the otg cable is bad. I can't understand what i am doing wrong. Any suggestions?
My only purpose is to flash finless 1.7 (now i have 2.1) but is there at 720p really a difference in performance?

I may be misunderstanding you but if I'm not...

You press the reset switch and the plug in the OTG cable... no additional power source is usually needed but if you do... the reset switch needs pressed before you connect the power. Devices with power switches on them such as the Minix Neo x7 can be plugged all plugged in prior to turning them on... but still the reset button must be pushed before powering on.

All have the same process.... press and hold reset button... apply power and then release the reset. Since most will get power through the OTG cable... additional power is usually not required ( the Neo x7 is one of the exceptions that I'm aware of )

Still... your PC should detect the device typically... so your theory about a bad cable ( or port if you haven't tested it with something else yet ) by be on track.

On windows 7 pc with working tested USB 2 ports while pressing the reset switch I plug in the otg cable no additional power and windows don't detect anything. The otg cable is the one provided with mk808b with a mini USB male and USB type A on the other end. To plug it in laptop I use an extension cable male type A at both ends.

Sounds like you need to test/try another cable... if it is the cable, there is nothing else that can be suggested.

Is the performance of finless 1.7 better than 2.1 at 720p or is it more or less the same?

2.1 will be faster at stock speed.

I cannot overclock mk808b the kernels that can be overclocked are for the non-b sticks . I am happy with 720p so I think it's better to stick with 2.1 version
