SettingsProvider settings

I am building a ROM and I would like to change some of the default settings, such as storage mount type and 'Connect to PC' settings.
I have read that I need to recompile SettingsProvider.apk to do this.
Do I just change it in the aosp and compile the whole source code or is there an easier and much quicker way to do it?

APK Multitool can take apart the APK and you can modify it.

I've tried every way I know to recompile, sign, unsign, various permissions settings, EVERYTHING....

Each time I try booting with a modified SettingsProvider.apk....it loops at the bootanimation.
