I can tell you on some ROMs you cannot delete phone as it will do exactly what your seeing. Depends how well the manufacturer of the ROM disconnected from "phone stuff". Many times the manufacturer does a quick and easy port thus leaving all the phone stuff in there by default. They have to do extra work to make the device NOT a phone... Android OS is in fact a Phone OS as a start.
