Thanks for the links and the sarcasm, but next time you want to be sarcastic can I request you actually read the question.
The first link you post I had read and refers to using windows and an android phone as the cam. (not what I'm asking)
The second link, a Google search is about using an.android phone as ip cam! (not what I'm asking)
Neither of these are what I'm trying to do. I have a dedicated ip cam! I don't need to use an old phone as the cam.
What I need is an android app that will recognise the feed from the ip cam and make skype see it as a webcam. Non of your links explain this.
So thanks but yes I do know how.to use Google, do you know how to read?

Lol last time I checked the x7 runs android which as it happens will not run Windows software! Read my question again and watch the video you posted!
Again I want to use Skype on my android neo x7 to connect to an ip cam.
I do not want to use my android phone's camera to connect to Skype on a WINDOWS PC. As all the links you are posting tell me how to do. The key here is ANDROID not WINDOWS!!!!!

And your third link
Translated to English, thanks Google
"The mobile phone is connected via USB. , the necessary software "IP Camera Adapter" I've already installed. When I type in the IP of the (launched by the app) server in the address bar in the browser I get on the page with instructions ( Word document DL ), which I have followed. If I then open Skype and go into the video settings, Skype apparently recognizes that there somehow a camera on the PC hangs, it just hangs immediately on."
Again android phone on a PC, are you grasping this yet? X7=Android pc=windows.
If your going to try and be a smart ass with someone asking a sensible question on an Internet forum at least read the question properly and get your facts straight.
Ok?
