blue led for 1 second then goes off

the blue led lights up for about 1 second, then goes off.
on my TV, there is nothing.
on my laptop, it is not detected.
anyone can offer some advice?

thanks for that but the thing is this is a new device. i had not connected it to my pc, this is my first time. so i do not have the drivers installed. any suggestions?

also, my blue led light does not remain on. i have noticed on the the youtube videos, the blue led remains on... mine goes off after 1 second.
