How to get rotation working again?

It seems that rotation is intentionally disabled. Some Apps would request to run in portrait mode. My guess is its request get denied, it proceed anyway and run into problems. May I ask what was done to prevent apps from rotating?

Some ROMs has an option to add a screen rotation soft button. On these same ROMs, auto-rotation also works when the button is enabled. i.e. Apps can change orientation of screen. What does it take to get that to work?
