Android 4.4.2 and external qwertz keyboard (e.g. german)

It looks like Android 4.4.2 does not support an external
QWERTZ keyboard out of the box ?

-e.g. an external german keyboard needs some additional tweaking
(the Android onscreen keyboard is no problem, it can easily be changed to german also with umlauts)

When using an external keyboard my UT3 box tells me that there is no external
keyboard detected, both with USB keyboard connected via cable and wireless keyboard via USB dongle.

Has anyone found a solution ?
Is there a free App which can re-map or customize the keyboard mapping ?
