Can you flash a rom (Example Finless 2.1) overtop of the same rom 2.1? When installing I failed to check both boxes in regards to clearing data. I believe that may be why I'm having issues?

Yes you can.
Now, I say that without knowing exactly which device you have....and what instructions were provided for flashing that specific ROM. So you will need to follow Bob's instructions for flashing. The fact that the same ROM is already in place doesn't matter.
You will have to start over setting up your apps and data...or restore your backup again.Randy
