FINAL OUTCOME
In summary, after all the testing, rescue attempts, etc., I simply received a bad unit. Because GB's return shipping policy is clearly stated and buyer-accepted on order placement, PayPal will not issue a refund -- the unit must be returned.
HOWEVER, PayPal DID refund the full amount 18 days after mailing, even though tracking showed no progress after the package left the local PO.
GB required only the unit itself so weight was under 4 oz. My cost was $8.88 US. At least the power supply and cables are something in exchange for the trouble and extra co$t.
After this experience, I will not buy anything over ~$15 direct from a China supplier again, unless defects can be returned at their expense.
Meanwhile, I've ordered a new unit from Diaotec through Amazon (ships from US) for only $4 more -- well worth the few extra bucks for free 3-day delivery and, peace of mind.
Now I'm resetting back to earlier mode: Looking forward to flashing this thing and using it.
