The plan here is to identify how to unbrick the mini. This is a last resort.
First things first, are you bricked?
Do you know how to put the mini into flash mode?
With the mini charged and the USB not connected. Force power off (hold power off for at least ten seconds). Hold vol plus then press power for four seconds, then release power and then vol plus. The screen should be blank. Connect the USB cable.
Are the drivers setup correctly? Have you flashed the mini in the past? Does the PC recognise the mini? If you check the USB properties fro. Device manager you will be looking for an ID of 0x300a.
OK if you are still here you will need to disassemble the mini. You will need the right screwdriver with a ??? tip.
Open up the mini, we need to identify the Nand chip, this is our first challenge. Record the serial numbers of each chip. I think there should be just one band chip so for the unique chips hit Google and search for the serial number, I'm hoping you can find a downloadable data sheet for the chip that will then help identify which pins to short.
