I don't know (which means I'm not sure), because I don't own it (best case only not at the moment ), but it should be able...
Because of the 64bit UEFI I think you have to use a 64bit version of windows 8.1...
If you already own it, I would start with an installation at an USB pen with e.g. http://www.easyuefi.com/wintousb/ to test it (also which drivers you need and so on)...

Will the android bios work for windows though? It was my understanding that for this to work the 32bit bios would need to be flashed from the z64w which as far as I know no one has been able to successfully dump and minix has not provided on their own.

As I wrote, I don't know (also I don't know the UEFI-BIOS), BUT why should the 64bit UEFI not be able to boot a 64bit windows (I only had read that some aspects of the 32bit windows, especially for the mobiles, aren't exists at the 64bit)?

          ok!
I read there is not the drivers for Windows 8 64bit.Is it true?

No, I talk about some special features which I read which should only exists at the 32bit version (but don't ask me which ones because I can't remember)...
Because of the drivers, I think it's a better idea to try to use it at a first step by booting form an USB device to find out which drivers you (maybe) need to install manually...

At today I tried to boot windows 8.1&windows 10 technical preview without success in z64a
An acpi bios error was the cause
I can install and boot windows 8, but when I try to update it to 8.1 it fails
              Working on it yet.

You just made a bootable usb and you were able to install by setting boot priority in bios?

I was able to do a Windows To Go installation on USB flash drive. I used the Enterprise version of Windows 8, if you don't have that, you can use WinToUSB - http://www.easyuefi.com/wintousb/

Check my post on Minix forum.

How is performance running Windows off of a USB? I tried that with Ubuntu and it was really slow

First I resized the data partition to get at least 16Gb of free space in the internal emmc.
(you can use this:http://www.freaktab.com/showthread.p...The-NiTRo-TeaM or gparted live usb)
Then I installed windows 8 from usb, selecting the installation media to boot in BIOS.
Please you are warned that is not easy, I suggest you backup your emmc prior install it.

It was slow, but I wouldn't say that it was really slow. I was actually using a USB card reader with Samsung Pro UHS-1 SD card.

Is there a hardware difference between Neo Z64A and Neo Z64W ? Why we have 64 bits UEFI on Z64A and 32 bits UEFI on Z64W. If there is no hardware difference between these two, can't we take the 64 bits UEFI from A-version and put it on W- version and also on other mini pc based on Atom Z373x processors?

I don't think also at other devices than the minix...
I don't understand why they all use only the 32bit version of windows 8.1 but it seems some parts only exists at the 32bit version of windows 8.1 (but I don't know if we really need them at a tv-box), and last but not least the 64bit need more ram and eMMC space...
If I remember correctly the 8.1 (64bit) got a problem with the 64bit UEFI version (the 8 seems to work)...
Because you can switch the 32 / 64bit UEFI BIOS I don't think there is any different beween these two minix devices...

                              EDIT
BTW: yesterday I tried to boot a win10 usb-pen created with WinToUSB V2.1 Beta, but it doesn't work (but hadn't any deeper look at it)...
