Yes you can.
Go into WiFi setting. On this screen here it lists wifi access points hit the menu button on the top right.
Now click advanced. Now click Use Static IP. Set everything up and your set

Still finding my way around the OS, I keep forgeting about the menu button lol
1 other thing is it possible to print to a wifi printer over my network ?

Search the Market for printing apps. Printing is not built in and takes an app to do it.
