You have basically hit the same wall I did. I got it to work but not very well. Certianly not good enough to tell people BT works. This is the same problems I had and after many days of trying to fix it, gave up

Bob what tools are you using to modify boot.img?
I want to add those lines to init.rc:

service dbus /system/bin/dbus-daemon --system --nofork class main
 socket dbus stream 660 bluetooth bluetooth
 user bluetooth
 group bluetooth net_bt_admin
service bluetoothd /system/bin/bluetoothd -n
 class main
 socket bluetooth stream 660 bluetooth bluetooth

i have a rk3066 based tv set box,and a csr bluetooth stick.
added those lines to init.rc,added btusb.ko to /system/lib/modules,but settings-bluetooth can't turn on
what else i missed?

Hard to implement in this rk devices, we cant get a functional kernel for most of the devices, cause we don't have full kernel sources (thanks again to rk ) so I suppose the kernel part (patching bluetoth.c) maybe can be done in those devices that we have a full working kernel(like mk808 original) , but not sure of this, cause modify kernel code at this level is out of my knowledge.

Past my knowledge also. Although i sort of remember some months back Bob stumbling apon source code for RK. I think the thread is in Dev section under stuck gold or something like that. Past me for now
