J22 not working

Recently bought a J22 CX919-II and I'm not able to get it to work. When I plug it into my TV, I get no signal. The blue LED is on but nothing. I have tried to connect it to my PC, but it's not recognized. Still get the blue LED. Is there a fix or do I need to send it back? Thanks.

I've even tried the short circuit method and everything. Still can't get Windows to see my device. Looks like it's dead. Anyone have a picture of what the FN button is suppose to connect to? When I opened it up, I didn't see what the FN button was actually pressing.
