silverlight performance on z3735f devices

in a word "no".... they don't seem to handle it.... I can't speak for the Z3735F specifically, but I'm pretty sure that the Z3736F is the same CPU+GPU, but just clocked a little higher (2.13Ghz on turbo vs 1.83Ghz)...
I'm basing my experience on a Z3736F based "PipoX7"... so if anything the Z3735F will be worse than my experience: I wanted it as a portable media player for recorded content, SkyGo and SkySports streaming and it really struggles: I've tested the device on playing 1080P video files and full screen stremaing TV (TVcatchup.com) and it will output to a 1920x1080 HDMI without a problem at all... but as soon as you put Silverlight onto it, it just flounders... a truly awful technology... especially since the hardware is more than capable of streaming Sky Go on Android.
I was running win8.1 (32bit) originally - the PiPoX7 has a 32Gb MMC SSD and 2Gb RAM. I then did a straight upgrade to win10 32bit and found it to be infinitely better, but still no good for watching stremaing sport... but I've used up my July device change, so I'll have to wait until August to change "device" and move SkyGo to a 64bit install of win10.
I've also tried an old X61 laptop - 2.0Ghz Core 2 Duo (T7200) running win7 and win10 64bit preview (my April and May device changes) and it seems to cope a bit better (but there are separate stability issues with that device)...

Also - any idea if this will take a 64Bit version of win10?? Teh spec suggest it should beokay (albeit a little low on RAM), but I'm not sure if the UEFI BIOS would support it?
