HDMI in use disables composite video out

So I have an S89 Vega (Finless 2.1) hooked up via HDMI to big screen.

What I'd hoped I could do is to connect the AV Output to the below RCA Compact RF Modulator, which would allow me to use the coax running through my house to provide a signal to TV's in other rooms (whatever is playing on the S89 plays on the other TVs too). I tested by adding the AV output cable and connected it to a TV.

What I discovered is apparently that there is no signal coming from the composite cable when there is an HDMI connection is use (I still heard audio from that TV, but no picture). If I disconnect the HDMI cable leaving only the AV Output connected that TV, the video comes on.

Anyone know if a different ROM version would NOT turn off the Composite video out while HDMI is in use?

OR maybe something like OpenElec would allow me to do what I want to do?

I do not own this box, but on my RK3288 box, I don't believe this is possible. It might work with an HDMI splitter, with one output to an HDMI to A/V converter, but I have never tried it.
It might be cheaper to buy a second ATV box though.
