Cube 9X U65GT CPU speed problem check and yours please

Hi I have the above tablet with Lepi's rom V2.09 _LB
I have found a very strange problem, I don't know if this happens in all tablets or in this rom.
I have added CPU control and the Cool Tool to check the CPU speed.
The maximun speed is 1664Mhz . I had put in the cpu control max 1664 and lower 728, when I press activate the spped is 1664 If I work with the tablet the frequency is 1664 but when I close it and then unlock it and try to use it the frequency drops to 1144mhz and remains there as many hours as I use it, to increase the speed again I had to go to cpu control activate the settins again but until I shut it down ( not power off )
In the settings menu, -- battery, in the top there is a "CPU power saving mode OFF" entry , this must be checked or not to have full frequency? but checked or not I don;t see any difference in my case
I had checked all those because I have some small lags when the frequency is 1144. Supposed the tablet must increase or decrease the frequency on demand of the apps but this is not happening
