The remaining are used for your system files and sdcard (internal storage).
/data 2.3G is good enough for app installation, more space for sdcard is better. IMHO.
Else you can flash Finless ROM with different parameter sizes to choose from.
I'm currently using 1G data size.

If I reset the stick to factory, and clear out everything it shows in storage 2.3g for apps unused, and 2.3g for internal nand unused. When I plug to my pc it only shows 2.3g usable. What happened to the other 2.3g? At the moment I put about 1gig of music, and can no longer download anything with it. 2.3 plus 2.3 equals 4.6g so where is the rest of the supposed 8gig?

Reset to factory default will not repartition your internal memory, you need to reflash it to make that.

PC can't read some other type of formatted storage.
May be you can show us a screenshot of your settings>storage.

If your data is 2.3G, you should have around 4+G of storage space after minus off some space used up by system files.

And the pop um appears if you have your device with mass storage setting active, and usb connect active too.

What kernel version and date is your mk808b?
Its look wrong. Your sure you have the original mk808b?
If i don't remember wrongly, my stock rom #28 13May2013(now already flashed to Finless 2.1) show about 1.5Gb for internal storage and about 4.3GB nand flash. The remaining of the 8gb are for system etc.

In Finless 2.1 , the total internal storage is 1.97GB and total Nand flash is 4.38gb if using the 2GB parameter file.

It says I have almost 8 gig of space available split between internal space, and nand space. It will only allow me to use 2.3gig out of all of this. Seems kinda low to me as I doubt I need 5 gig for apps. Kernal is 3.08+ root@server #348 SMP PREEMPT Sat Apr 27 09:51:34 CST 2013. Build number is mk808b_402jl_17_01_2013.

Connect to tv/monitor and Go to Settings>storage. What do you see for total internal storage and total nand flash?

I would suggest you reflash to Finless 2.1. Of course do a backup of your stock rom beforehand using CWM and make sure you have the mk808b original too.

After reading again what you wrote:
                      internal storage=2.3gb unused
                      nand flash=2.3gb unused
                      installed music=1gb used
system+bloatware=2.4gb used, since you are on stock rom
                      so total=8gb

is that correct? Or like jtbc said previously take a screenshot of settings>storage and show it here.

That is correct. I guess this is normal for 4.2.2. I didn't know system took up that much space. Lucky for me I grabbed a 16 gig micro sd card for it.
