Exactly what this means right now I'm not sure.

It means DTS/AC3 pass-through support for any Android device that implements IEC61937 API's.
That means any Rockchip device that has firmware after June 2016 and where pass-through works correctly in RKMC will be able to get fully working DTS/AC3 pass-through from any nightly Kodi 17(not HD like TrueHD or DTSHD, since Kodi developers are in discussion with Google why it doesn't work. Google told them otherwise in the beginning).
Amlogic should be able to get only DTS pass-through working as they haven't implemented the correct API's in their firmware.

Good news only for Android 5, on Android 6 apis support for e.g. TrueHD, DTShd ATM are NOT included by Google!! Shame! That's what I read in the top of the page in the link!
