But it will still be faster than lots of devices with DDR4 RAM that uses slower clock rates.

Will it have HD : YouTube, Netflix etc (DRM)
Will it have HD audio? Dolby/DTS ect (pass through ?)
Will it support kodi 17.1 or will there be a custom Kodi version pre-installed?

No, I don't have one yet, but will definitely get one.
FullHD, 2160 Youtube Yes
Netflix, don't think so, but because it will run Linux also, you should be able to play HD in Firefox, since Netflix added Linux Firefox support, but Rockchip is still improving video playback on Linux.
HD Audio, yes as Nougat supports it out of the box, so it will work in Kodi 17.1 too.
Original Kodi 17.1 will work with Nougat firmware from Rockchip with Mediacodec acceleration according to Rockchip, so no custom Kodi will be needed.
RKMC will still be made to support things like 23.976, 59.98fps, 3D playback that Kodi 17.1 don't support for users that want to use extra features.
