M8S Pro L Ethernet very slow on Static IP, DHCP and Wifi OK

got this weird problem when setting up a static IP on Ethernet (wireless Is OK), the connection is slow, but when setting up DHCP its fast.
when using a static IP i get buffering on streaming apps,
doesnt matter if i use my router's DNS or googles DNS it buffers, when i set DHCP it doesn't buffer at all.
this happens on both the stock rom and Magendanz ATV rom so i thinking its happening in Android itself.

So Ive google this issue and read that the Nvidia Shield also has this problem.

Anyone know of any work arounds or fix?I don't want to use Wifi and need a static DNS for geoblocking as my router doesnt allow me to change it.

if anyone is interested.
my work around is just to turn off Ethernet when i boot into andriod and use Wifi to set my static IP and DNS settings BUT still use Ethernet when i boot in LibreElec .
To turn off Ethernet automatically when booting into android ,use kernel Adiutor and use its init.d script function.
command is

ifconfig eth0 down
