I would like where can I download the ROM_Flash_Tool_137 and how (step by step) update my firmware device?

And what's the difference to upgrade the firmware directly by RKBatchTool--1.7.exe or through the ROM_Flash_Tool_137?

I believe they're pretty much do the same.
The main different with batch_tool is you can flash to multiple devices at once but it lacks the function to put your device into flash mode, you need to manually shutdown the device then put it in flash mode, however it does have a nice "erase" function, which you can wipe clean your device including all the apps. It also has a "update" function where you can flash the "update.img".
The Flash_tool_137 on the other hand, offered to boot into flash mode and a convenience way to select what you want to flash. So in summary, when you flash a rom, img etc.. just follow the instruction that the developer recommended, or pick the one that you feel comfortable with. An example: if you want to flash a full rom, In most case, people use flash_tool_137 to boot the device into flash mode then use batch_tool to flash the full rom. Hope this help..
