how to get more space of rom - repartition nand flash

please my device mxq 4k 2gb ram 16gb rom
but internal storage divided into two partitions :
rom: 4 gb for os and apps
nand flash: for movies and music
but rom not sufficient to get apps always i need more space to install one app
how can i repartition tom to get ful 16 gb

needs more info...
like android version ?
like does your unit have root access?

new android versions (7+ ) have a option to make usb/sd storage to internal memory ( Google: adoptable storage on android )
*note the SD/USB will be formated/wiped = best to make a full backup of your imported data prior to using these options

however if you have old version then you need root and a app like : link2sd ( there are many alternative apps on xda forum )
