Possible dead board not quite sure as im brand new to these boxes

hey there brand new to the forum. and i have the exact same problem. i bought it secondhand and the guy said he flashed it and the power cut,now i've tried the sd card method and i've tried the nand bridge/short method and still no luck, ive got the ddr4 version (CZ-S32-V3(DDR4)) and im at a loss, the blue light is static and the reset button does'nt seem to be doing anything,
The cpu is cold to the touch so i am assuming its not even trying to boot,
I've got the Samsung 246 LKMBG8FE4B-B001 nand, its got the pinout for the other flash type of memmory and i tried the nand method but i've read conflicting things like pin 29/30 and 15/14
    is there something i'm missing

Also the usb cable i used was 2 standard micro usb chargers that i snipped and soldered together, this shouldnt matter right as usb_burning_tool_v2.0.9 isnt picking it up or even the general windows input ding

i cant really find much information on these as whole

    i currently have a h96 pro+ blue board 2016-12-15(a15)

*no video and and the button does nothing

If you have the blue light, means it is only Soft-Bricked(I might be in error).
Hook up to your computer and run USB Burn Tool. Try and short pins 29-30. It should "ding" (might take several swipes).

Has the installed USB Burn Tool worked for you in the past? If first time using it...try re-installing it.
Some times the software /windows drivers fails and you will never get it to see your China Box "ding".
Fully remove your version of USB Burn Tool and try another version?? 2.07 or 2.12??

yep! as long as it comes up it will work... I use the version found on the downloads on atvxperience website, it seems to work, then I would flash either the LPDDR or the standard one depending if you have a blue or green PCB

Were you able to solve it already?
I have the same board in my box too.
After days of unsuccessful tries to flash mine, different computers, different windows versions, different usb ports (USB 2 ; USB 3) I found out that the board wasn't getting enough power through the usb ports.
So, after setting the board in pin short method (for mine it was pin 5 and 6) then i plug in the power supply. That's the only way i can flash mine through usb burning tool. Version 2.0.8 and v 2.1.7 worked, i assume others versions will also work, has long as you plug the power supply after having the usb burn tool recognize the box.

I hope it helps. Good luck

I'm using Superceleron's ROM in my box. It's one of the best, if not the best ROM for the H96 Pro plus. Fast, fluid, free of bloatware.

Although the board in our boxes is more blueish than green, you will have to use the ROM file for the green board.

EDIT: One more update... Many Thks to my beta tester's trebor and scooter2014 ! READ THE BUGS SECTION FOR UNNECESSARY QUESTIONS!!!! UPDATE LIKE THIS - SCV4 (IMG) -> SCV7A (OTA) (ALL OTHERS THAT ARE ON OTHER VERSIONS YOU CAN UPDATE JUST FINE ) ON IMG INSTALL CHECK IF YOU PCB IS BLUE (LPDDR3 PRINTED ON THE BOARD) OR GREEN
