cx-919 Test Device Fail

I have a cx-919 version 2 (2013.05.18).
I can not get it to flash.
I use Rkbatchtool v1.7 and driver version 3.07.

My cx-919 not determined windows 7 and 8, as defined in the windows.

Rkbatchtool within my cx-919 with the parameter SUPPORTLOWUSB = TRUE.

I think geekbuing began selling TV sticks with protected flashing,

Error:RKU_Write-->WriteFile failed,bRet=0,err=31,size=31,write=0  
Error:RKU_ClearBuffer-->ReadFile failed,bRet=0,err=31,size=512,read=0

it seems that device is not switched to the flash modes.

My cx-919is defined in the system as rokchipusbdevice does not matter if you pressed FN when connecting the usb cable or not.
FN buttonI checked electrical tester, it is OK.
How to solve this problem?
