No Heatsink? That normal?

I brought a ekb311b? with bluetooth and Ive got several android boxes, mk808, mk908, ODROIDU2, and I thought these had a heatsink after what I read ? Mine has nothing ? that was the reason I gave up with the MK908 because it cooked.

Ive pulled a 486 heatsink and fan off and Ill use the sink, but wondered if any came with sinks on ?

Just to diverse a little,i have my k-r42 sat on a small laptop cooling pad, its usb lead is plugged into tv so no power taken from box.The fan keeps it really cool and it only cost about 5 dollars on ****.
