Any chance of installing Windows RT or 8.1 on an M9Pro?

Windows 8.1 is for x86/x64 only, no chance to install this. Windows RT is for ARM architecture but basically dead and in no way better than Android. (Not many apps, no native windows desktop programs... that's why it's dead!)

What would be possible is some Linux ARM distribution - but what's the point?
