How many free GB for user should have model (cs968 / 8GB)

Hi.
How many free GB for user should have model cs968 / 8GB. I bought model 8 GB , but when i look into Settings/Memory , (Nand Flash) there is only available 3,86GB ( from 3,87 total). This is normal or seller cheated me ?
