Ok finally solved this...
i was always turning my device off before plugging it in my pc (had to move it to plug in pc cause of short cables), so anyways i tried it on laptop next to tv while device hadnt been turned off and it worked.
the reason was when my device gets turned off it defaults to disabling the connect to pc option.
also rootgenius did not work, it said succesfully rooted but it wasnt, kingoroot however did work
poweroff app works well so i can safely power off device in a click with the app
