I don't know if you talk about the drivers or w8.1 as fw at the device...
I don't know any windows version running at ARM (only x86 e.g. Z37xx which you also find at some mobiles or tablets and also in the furture some (more) TV-boxes (ASUS / MINIX HTPC)).

Windows RT is dead, microsoft use windows 10, for all these device ( smartphones, PC, Tablet, ...).
