Are you sure, you installed 1.3a? There is a 1.3 3g version but only 1.3a is based on SDK 2.0 (see About in Settings) .

The mobile networks settings don't have the modem power on/off setting, just: data enabled, data roaming, APN, use only 2G, network operators.

Not waking up
I have a problem with 1.3 and 1.3a that I don't believe anyone else has reported so far. For two nights in a row (first night on 1.3 and second on 1.3a) I haven't been able to wake the M6 in the morning. Each time I was using the device last thing at night and then 7, or so, hours later I try to wake it by pressing the power button and nothing. It is completely locked up and it requires the use of the reset pin hole to get it going again. I don't have this problem during the day where I guess I am waking it every few hours.

@Randy version 1.3a gets better every day. It seems to mature like good wine.
Still quite happy overall. No freezes or other Hick ups to report.

I'm uploading 1.4 now...this is the same as 1.3a with debloat.
I'll post a quick download link here to it...then I'll create a new thread.
Based on what you guys are saying, this is for the 3G version...but I have found that the 3G firmware works also on the wifi tablets. When a wifi version comes out, I will do a wifi version.Randy

I am confused now. I've just unpacked the newest Pipo M6 firmware (kasty's, based on July 20th official ROM - the latest). I believe this is what will be made as Riley's 1.4, right? But the build.prop file there says again SDK 1.0:
ro.rksdk.version=RK30_ANDROID4.2.2-SDK-v1.00.00
And then I heard here the previous (1.3a) version is SDK 2.0. Those with 1.3a - how do you know it is SDK 2.0? What is the ro.rksdk.version line in your build.prop file?

1.4 (1.3a debloated) is based on a backdoor firmware dated 7/12 with SDK 2.0. I downloaded it from a link provided by a user on the 1.2 thread. This is likely a test firmware for SDK 2.0. Hopefully Pipo will release an official SDK 2.0 ROM soon.
The firmware that was posted on the official Pipo site on 7/20 was actually created on 7/4...with SDK 1.0...I don't know why it took so long for them to post it. I believe this is the firmware that the Kasty ROM is based on.
Now, since this backdoor firmware wasn't labeled whether it was wifi only or 3G, I wasn't sure which it was for, but users here have reported that their 3G works with this (1.3a) ROM. So, I guess it is 3G. It should work OK on a wifi only device.
