It wont boot even if you wait 1 year!
Max 5 minutes is enough for boot up,more than it means failure!

The boot problem could be due to the failure of the stock 5V 2A power adapter. Try to plug in the A-A cable via the USB 3 port using a 2.4A USB charger, see it boots up. This works for me.

For what i know, the rockchip batch tool is an older version of the factory tool, and i used the factory tool to do the update!

I tried using this tool last night on my h96 max rk3399 but when it opens it doesn't show which port to use , I tried over 20 times and the same thing , it open's up but no port number ,does anyone know why ? thank you for any info . also the reason I am trying this is because I have no wifi ,nothing and I just got this box .

Then you bought the wrong device, because this device runs tablet firmware.
Only Mibox, Nvidia Shield or Google Nexus Fugu devices run AndroidTV 7.1 and some tv's from Sony & Phillips.

That is for Amlogic and it's not Google Certified, this box is Rockchip and works different.
Rockchip has AndroidTV Oreo but manufacturers must license it with Google and pass CTS/GMS tests.
Firmware is then encrypted and protected and can only work on the manufacturer's device that link with Google.

no you can use Win10 for sure , as possible use newest Drivers & Tools ,
