With AMLogic chipset – Google Certified Android TV devices that all have mandatory WV L1 and HDCP...

If their locked bootloaders are coded in such a way as to to check Booting from SD card, USB and then finally internal eMMC.
You can actually get then to boot to an alternate OS using a special AML script, which is what CoreELEC uses.

The example is the Google Certified Android TV Mecool KM3 / KM9 devices that Dual Boot Android TV / CoreELEC.

What do you mean?
CoreELEC can play 1080p Netflix using software decoding, Widevine L1/3, HDCP is irrelevant.
But for Android you need WV L1 and HDCP 2.2 if you want 1080p/4K Netflix together with a Netflix license.
Lots of streaming services only use WV L3 and can play 1080p happily but Netflix requires L1 for HD/FHD resolutions.
A device will also not get a WV L1 license if it's a development board or one with an open bootloader to flash custom firmwares or run Linux OS's like Armbian, Ubuntu or CoreELEC because Google is scared users will find a way to decrypt Widevine streams if a device is not completely locked from changing it's firmware by a user.

Ugoos again have wrong link to the latest on their site leads too 0.3.2 instead of 0.3.3

Shows 0.3.3 mega links for me.
