green colour could mean ocilator as this would control the frequency like ntc, pal etc hope you sort it

This component is definetely a crystal (quarts ), moste likely a RTC (real time clock) one, with frequency 32.768KHZ. Do not desolder, replace with fuse/wire/shortcut or anything else.
If it's RTC crystal and if it's broken in worst case you'll have a wrong clock and it's not ticking (I guess, havn't tried ). I don't own the box jet and didn't have a chance to peek in it (must receive in any time now) but there is also a possibility that it's a main crystal for CPU. In this case if it's brocken you device must be completely dead.

can you take picture of the chip as i want to see what those pins are for on datasheet

                  1. oscilator hence the funky colours
                  2. could be a thermal switch which cuts out at certain temp

                            Glad to help you, mate.
Here is the same xtal on the Vega S89 board, just different shell.

Many devices reset function works by shorting the xtal pins to ground so do not worry that you've killed your tvbox by shorting them. And that's the real explanation why your board doesn't run while these pins are shorted - some parts of the cpu schemes are in reset state at that moment.

All you need now is to know the xtal working frequency, because it really matters. Commonly it is engraved on the xtal metal shell.
There is no "common value" that can be used. Because we really don't know what part of scheme it is oscillating. All of them have specific oscillating frequency.

I may be wrong, but i've googled and found S802 cpu boot log where the xtal value is detected as 24000000, which means 24Mhz.

But i must admit that non-working quartz is a frequent failure on wearable and easy droppable devices like USB flash, not the tv boxes that mostly stands on the rack.
