Every Rockchip tablet I've ever owned behaves the exact same way with regard to charging.
Some firmware will power on the tablet in a charging mode, with the animated charging screen, instead of booting to the system. Most, however boot the system automatically when the charger is plugged in.
It's just the nature of the beast, I guess.
