OK, so you are saying you made a TWRP backup (complete NAND backup). Flashed a new firmware (which one?) and you tried to restore the TWRP backup (everything?).
There are some problems with this procedure.
The TWRP backup (depending on what all you have backed up) contains files from the ROM you previously had on the tablet. When you put a different firmware on the tablet...you can't just copy over the files from the previous ROM...because some files have changed between the ROM's. If you restore any system files, the tablet won't boot.
You can get away with restoring the userdata this way, but it's not a good idea to restore system files or cache or anything like that. That's why I only do backups of userdata in TWRP. You can only restore system files if you are installing the same ROM back to the system after a crash. But even then, it isn't necessary unless you've made your own changes to some system files.
I would say you need to flash the ROM again and only restore the userdata partition...not everything else.Randy

Re: Pipo P4 RileyROM 1.7
Regarding "cell standby" battery drain on a wifi only device, I remember on the JB ROMs we could delete TelephonyProvider and Phone apps from /system/app. In KitKat the Phone app is replaced by TeleService in /system/priv-app so I experimented renaming these two files with a ".bak" extension and deleting the associated odex file. I used the file manager in TWRP to do this after mounting the system partition. I've been running a couple of days since then and haven't had any instability. Overnight battery drain is much flatter, in fact last night it started at 80% and was still 80% in morning:

Press Reset to make sure the tablet is off.
Connect your tablet to your PC via USB.
Open the flash tool.
Hold volume+ and press power briefly.
The flash tool should see your tablet in "loader mode".
Flash the ROM as you did before.
Be sure you have stock recovery selected. This will format everything correctly.Randy

As my signature says...I was a "flashaholic" long before I learned to cook ROM's. Manual flash mode is a life saver. Results may very...depending on whether that key combination is possible on your device. Some require the "esc/back" button and power...if there aren't any external volume keys. I haven't looked that closely at the P4 to tell.Randy
