WHich model PIPO M9 do you have?
Was it a fresh install, are you running some bad app possibly?
Which app do you use to play videos?
What score do you get on antutu?

Ps. To answer your question you need to provide a little more info.

Latest stock rom (rooted maually with RK3188 root), Riley Rom 2.1, 2.0 with not OC-ed kernel, the situation is the same. Antutu reboots with OC-ed kernel.

Pipo M9 Wifi (not 3G, not Pro), white colour.

Fresh install.

Stock video player, MXplayer, BsPlayer. All of them is the same.

About 19xxx score.

Weird solution for not smooth video playback 720p

I tried to play the same 720p movie on my Colorfly E708 Q1 (A31S 4*1Ghz, 1Gb RAM) tablet and it's much smoother (almost perfect) than the Pipo M9.

Does Anybody know why? How to solve this problem?

I have this problem too. I tried almost all Riley Rom, stock rom and video player.
I find weird solution for that problem. I don't know how and why, but it works very good in my tablet PIPO M9 MAX WIFI.
You need to have all PIPO launcher:
- Pipo Family Launchner
- Pipo Launcher
- OOSA Kids Launcher
You find them in Riley Rom 2.0 (I used Titanium Backup to moved it to Riley Rom 2.1)

Now you need to run OOSA Kids Laucher then close it to background. When the OOSA Kids Laucher is in background all video playback is smooth. I know its's very weird but it works.
To run OOSA Kids Launcher:
- run Pipo Laucher
- tap button in upper-right corner to run OOSA Kids Laucher
- tap one more time button in upper-right corner to switch back to Pipo Launcher (OOSA Kids Laucher stay in background)
- run/switch to video player and watch movie

Tested on Riley Rom 2.0, 2.1, MXPlayer, stock Video Player; 720p and 1080p.
Please test it and give me feedback.

Please, how do you activate the pipo launcher? As I never used I ticked on always the normal launcher....

Have you guys tried disabling end enabling HW overlays or force GPU rendering? they are in developer options.
Its a very weird issue you have, considering all the details i cant make much sense of it...
ANother thing i would recommend is to see on what Governor your CPU is set.. or you can install kernel tuner and see if for some reason any of your CPU's turn off while you try to play video.
Also you can try the S/W, H/W or H/W+ options in MXplayer.
Also, you can try and install CoolTool from the play store, it monitors everything and shows you in real time anywhere on the screen you place it, plus its very light and does not affect the system at all and makes you aware of what is goin on wit ur system at the given moment

Good luck, if my advice isn't helpful i hope the DEVS find some time to brainstorm what could be causing your issues.

Thanks for the great rom, anyw i experience some issues on 2.1 stock kernel:
- Take very long time to access "Setting" after long hour of stand by, also cannot re-connect to wifi...
- No more browser bookmark sync (Android issue?)
- No owner foto on drop dwn status bar

Hi guys,i came back to RileyRom 2.0 becuase i had problems with RR2.1......force closes in properties suddenly and no multiusers function.So i will stay with RR 2.0 and the first OC_kernel from dnkn.

In such case the only thing that makes sence to me would be some kind of a hardware issue.. Like the one I have with 3d graphics, you can see a few comments above. But since the trick u do with the launchers works, that means that they do some change to the system which makes everything work properly.. So there should definately be a better solution.. I suppose u need some app that logs all the events n changes to to the system, so once you do that you would know what happened and therefore try to replicate the changes and fix ur issue.. But for that I guess ull need more advanced advise

Btw i get this strange bug on most 3d GAMES, its like these little pixels that appear only on some textures and colors. It happens no matter what ROM or kernel i tried.. I have the feeling that it somehow affects the performance and a dev from xda said its most likely a hardware related bug.
They keep moving very fast its like the old tv's when there was signal distortion.
IF anyone has an idea at least just share it please

I have already tested it. Results in Antutu - 20591 - 1 run and 20583 - 2 run. No arfifacts. Some examples of device cannot work stable in 1.8 Ghz, like mine. You can run just CPU test from Antutu. Mine is going to shutdown at 1.8 Ghz.

Results are really low. Please check build date, to find it you flashed wrong kernel. Mine is Sun. Nov 3 18:02:48 MSK 2013

I can confirm here a better performance (smoother) on video playback with the pipo launcher trick.
Anyway same antutu score...I thought it would be reflected on an overall better performance
