I think it is a problem with the OTG Port.
Can you put it in a Normal USB Port?
The reason why I think tho is the Switching to OTG is a CPU thing not a Init.d or other Software.
Take a look to make OTG to work the Adapter must brick Pin 4 and 5 that the CPU know it would be OTG.

I can't really move it, it's surface mounted on the board. And, switching otg port modes is software controllable. On the stock rom, as soon as I click "Connect to PC" on the usb menu, it shuts down wifi and switches to slave mode.

I'm not trying to be hard to get along with, but I've told you where the problem is already. Perhaps I didn't explain sufficiently. The UG802 that I've got has an RTL8188EUS as the wifi chip. This chip has a usb interface as well. The chip is surface mounted on the board with the processor. Therefore, the chip must be using one of the two usb busses available on the RK3066. When I establish an adb session via usb, it immediately shuts down wifi. If I do an lsusb from the adb shell, the rtl8288eus doesn't show up. And yet I have a dmesg from the stock rom showing it detecting the chip. The chip HAS to be on the otg port, and the otg port has to be in host mode to access the chip. Further, the otg port is at least somewhat controlled by software. If I have the otg port plugged into my laptop, I have to go to Settings->usb->Connect to PC, and check the box before I get the little connection chime and the usb connection is established.
Your 1.8Beta almost works. I get wifi right after I flash the rom, but it goes away after I reboot. The problem pretty much has to be that the otg port isn't getting left in host mode during the process so that the wifi chip can be accessed.
It's the kernel..... I need a stock ROM to help period!

Thank you for your answer.
Unfortunately, my WIFI does not work with the Beta 3.
But I noticed during the flashing 2 differences.
1 The flash tool at the bottom says not "Found RKAndroid USB Loader rock" but "Found RKAndroid MASKROM rock usb"
2 when I click on reboot to flash mode, I get the message: device can not do flash mode, Because it is not msc device.
But I could flash the rom and delete the NAND without error.
Information about my device: Rockchip TL3066, Wifi: Realtek RLT8188EUS, reset button, No bluetooth
It's the kernel..... I need a stock ROM to help period!

The stock kernel image that you have posted (as UG802-2 Stock ROM) works just fine with my unit. Or, at least the wifi does. And, if it's the kernel, why does the wifi work after the initial flash of the 1.8 beta, but not after a reboot?

This is fine. MASK ROM mode is just another flash mode. There are 2 flash modes
USB Loader
MASK ROM
Most sticks boot into flash mode as loader. However some with reset buttons always goes into MASK ROM mode. MASK ROM mode is the lowest level flash mode

1.8 is using a different kernel. It's the UG802 kernel npot the ug802-2 kernel in the stock ROM you say works OK.
You can try this.
Open the FinlessROM folder of the stock ROM and copy out kernel.img.
Open the 1.8 ROM and copy the kernel.img from the stock ROM into the 1.8 finlessROM folder replacing the kernel in 1.8. Now flash. It might solve your issues.

Thanks, Bob, that did fix the wifi. So, I'm guessing it's something in initrd that's making the difference. Therer are several hoops that I'd like to make this thing jump through, like using a bluetooth dongle. For that, I'm going to need a bit more flexibility in the kernel that I use. Let me play with it a bit from that angle.

initrd (the ram disk of many other ROMs that hold the init files) is not the same for Rockchip.
boot.img holds the init.rc file and other rc files that initialize things. We really do not have a initrd (ram disk) of sorts with Rockchip (there is but it's empty). It is very unlike AMLogic or All Winner ROMs.

Ok, those two files made the device not booting anymore.
Had to search the two pins to put the stick into Mask mode. Made a photo - it is at the quality control sticker, next to the flash.
Also I found the different Wifi chip. It is labelled RTL8188EUS - which I thought was the old one; but that is a RTL8188EU, at least according to the kernel module.
