@ FestivusOz, I just bought Cube Talk 9x from AliExpress (delivery with DHL _ HongKong > Bucharest in 3 days), second day seller have posted a picture with package content...and very good communication)
I looked in a hurry and found a difference of 33 USD, with DHL delivery to Australia included.
Seller name is in screenshot.

I don't understand how i should do, as we are not compiling kernel (in your post you talk about header files you had to modify before compiling, am i right ?).
I tried gtptool.apk from xda, GT928 is not in the list, and i don't know how to get "Stock Kernel TouchPanel Configs" you altered and opened (and/or flashed ?) with gtptools.
Using gtptools, i chose GT900 but could only get "the driver mobile devices used is not support the Function" with almost every function.

Ask someone having same device as yours with working touchpanel, ask him to take touchpanel config from his device using this adb command (windows)
Ask him to install adb in his PC, enable adb debugging in his device, now connect his device to PC and execute this adb command in command prompt...
adb pull /proc/gt9xx_config C:\
Now check C Drive for this file "gt9xx_config"
You should also take gt9xx_config file from the device with not working touchpanel...
