this preloader from tablet T9GT32GB154XXXXXXXX series. Its differs from stock and only it is suitable for your tablet series, but also suitable for other. Try to download it and flash stock rom with it now. Maybe it was damaged. if the flashing process works now, your tablet must work. Or you have hardware problem, or do something wrong. If you can make a video of flashing process.

I was in the same situation some time ago.
SPFlash tool will detect tablet when is connected to PC? Look in Device Manager (tablet must be powered off... I think already is, but not forever).
If is detected you can try to keep power +volume up(or volume down) pressed for over 30 seconds before you connect to an previously used USB port.
SPFlash Tool must be prepared, with firmware loaded and download button already pressed.
If not detected, you can try with another USB cable (a good quality one). I think it was a mistake when you used Format All + Download.
If that command worked, you successfully erased your IMEI. Without a TWRP backup will be pretty hard to rewrite your IMEI. Good luck.

I recently tried a 128GB micro sd card in the T9 and it worked without any problems.
The card came formatted with FAT 32.
What would be the most reliable way of over coming the 4GB file size limit?
I do not know what file systems will work with the T9. Although I do know that NTFS is not one of them!
